Windows Defender Firewall stuck in starting/stopping state after Windows 11 Upgrade

In some rare occasions after an upgrade from Windows 10 to Windows 11 the Windows Defender Firewall will be stuck in a starting or stopping state. This issue also causes Windows apps to fail installation.

  1. Create a Restore Point.
  2. In the C:\ drive, create a folder named “Registry” — i.e., C:\Registry. Do not use any other folder name.
  3. Download the following zip file
    firewall_fix_windows_11.zip (for Windows 11)
    Save the .zip file to the desktop.
  4. Extract the four files from the Zip file to C:\Registry.
  5. From the C:\Registry folder, right-click “Run.bat” and choose “Run as administrator.”
  6. Restart Windows.

This fixes the issue. You can delete the C:\Registry folder.
