Exchange Install/Upgrade complains about a pending reboot

Have you restarted the machine before installing the Exchange management tools and it keeps repeating even post the restart, check what is causing the restart on the machine – any updates which needs to be completed, any software/application which was installed recently requires a restart?

As a workaround, delete the registry key PendingFileRenameOperations in the location HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager

Please note: Export the registry key before making the changes and be careful in making the registry changes as it may cause serious issues if not handled properly.

Try installing the Exchange management tools post deleting the registry entry.
